We are looking for an expert in the development of software for Sitra.
* * Description of the object of the acquisition * * Specialist in Agency Software Development for Sitran Cutio AI platform The aim of the acquisition is to gain the expertise in the development of software and to support the development of the Sitra Cutio AI platform. * * Acquisition background and target * * Sitra has been developing a Cutio AI platform since the autumn of 2025, which uses an agent artificial intelligence in the Claude Code environment. The work of the current team's main developer is also needed in other projects, so we will seek additional resources to support further development. The objective is to ensure the reliable development of the platform in cooperation with the Cutio team. (For more information see Appendix 1) * * Objectives of work * * Development work is carried out in accordance with the principles of agent software development and the MobAI method. The new features are defined iteratively as the Cube implementation progresses. In the spring of 2026, the development will be intensive, and in autumn 2026 a more peaceful phase of further development is expected. The software developer develops the software using Claude Code artificial intelligence. The software version manager is in Sitra's GitHubs account. The work is done with Sitra's computers and artificial intelligence licenses. * * Procurement requirements, conditions, special needs * * The task requires strong experience of agent artificial intelligence development and the ability to work closely with the Sitra team. The working language is Finnish and the selected software developer must be able to work partly on site in Helsinki. The copyright of the software produced belongs to Sitra and Sitra reserves the right to publish the software with its own open license. The Agent Development Intelligence is Claude Code. The current application is intended to be refactored into production quality, so architectural solutions of the application itself can change. Technical solutions for the current application: -Backend: Node.js, Express framework, Socket.io, PostgreSQL, Claude AI API, Azure OpenAI, pgvector.
- Frontend: React 18, Vite, Three.js, D3.js, Capacitor.
- The current code structure is a multi-folder monorepo. Acquisition does not include on-call or maintenance responsibilities. * * Scope of mandate, progress monitoring and reporting * * Acquisition is measured in working hours estimated at * * 72 hours per month, or 50% of normal monthly working time * *. The software developer's working hours are reported monthly and evaluated against the results achieved. The mandate shall commence without delay after the closure of the invitation to tender and shall continue until the end of December 2026. The invitation to tender shall include an option allowing the extension of the mandate up to the end of June 2027. Sitra will decide on the use of the option separately during the contract period. * * Expert * * The bidder must appoint one application developer with sufficient expertise and experience for the project. The expertise and experience of the expert shall be verified by Annex 2 for experts with minimum standards and benchmarks. We expect the provider to have a level of production experience in the field of agent artificial intelligence, especially in the Claude Code environment. The language used by the team is Finnish.
* * Compulsory competence * *
1\. Experience as a leading software developer or architect in information system projects where the expert's actual workload as software developer has been at least 30 hpp per project.
2\. Ability to work in Sitra's premises at least 40% in close proximity, but also ready to work remotely.
3\. Experience of autonomous agent-based software development in a command line environment (not just a graphic environment).
4\. Excellent written and oral knowledge of Finnish language

_ Further information on the mandate, its conditions and requirements for the consultant can be found in the attached documents. * * Interview with an expert named * * No more than five (5) tenders shall be selected from the number of accepted tenders received, the experts of which shall be interviewed. The purpose of the interviews is to ensure the experience and competence of the expert offered. The interview assesses the expert's ability to solve problems, the suitability of the team's working methods and customer satisfaction. Interviews will take place during 5-10 working days either present at the end of the bidding period
- or remote interviews. * * Benchmarking criteria * * The tender selection criterion is macroeconomic preference. The criteria for assessing overall economic benefits are (a) price 30% and (b) service quality 70%. * * In terms of quality of service to be assessed: * * Competence and experience (0-70 p) beyond the minimum requirements of a designated expert, assessed by reference data (0-40p) and interview (0-30p).
* * Duration: * * The mandate shall commence without delay after the closure of the invitation to tender and shall continue until the end of December 2026.
* * Location: * * The work is carried out on the basis of the principles of flexibility (at least 50% of the expert's working time in attendance), but in the early stages a closer presence at the Sitra office in Helsinki is required.

* * Allogation: * * The estimated monthly amount is 72 hours, or 50% of normal monthly working hours.
* * Option: * * The mandate may be extended up to the end of June 2027.
