Job description:
**To our customer DIGG (University of Digital Management) we are looking for a System Weekler:**
Digg seeks a consultant to work with the European Digital Identity Wallet (EUDIW). The EU has decided that each EU country should provide a European digital identity wallet (EUDIW). The idea of the identity wallet is that citizens of EU countries can handle digital versions of different certificates, evidence and legitimations such as ID cards, driving licences and professional licences. In Sweden, Digg is responsible for providing the identity wallet. The assignment is new and Digg needs an experienced backend developer who is driven by thinking security at every step.
**The consultant shall meet at least level 3 of competence as described below. **
_Knowledge_ – High competence in current role
_Experience_ – Worked 4-8 years in the current role, is the role model for other lower-level consultants
Leading_ – taking responsibility for sub-area, may lead a smaller group
Durability – can work independently
**Sheet requirements for the assignment:**
Experience in Java Development (at least 5 years)
Experience in Linux environment (at least 3 years)
Experience with Quarkus, Springboot or similar (at least 3 years)
Experience in team-based development according to agile principles (at least 3 years)
* Good knowledge of git, maven and similar modern tools
Good knowledge in Swedish and English, in both speech and writing
**Meritive requirements for the assignment:**
At least one (1) year of basic app knowledge
or front end programming
* At least one (1) year of experience building, operating and monitoring systems in container-based environments such as cubernetes, openshift or similar
* At least one (1) year experience in PKI development, certificate management, cryptographic security features, HSM use
* At least one (1) year experience of SAML2, OpenID family or OAuth 2.0
* At least one (1) year knowledge of SQL databases, NoSQL databases and cache solutions
Experience with Kafka or similar asynchronous messaging queues
Experience in developing open source

**For this assignment, it is also a requirement that a victimized consultant submit a reference assignment with the associated criteria:**
* have completed a maximum of three (3) years before the last day of the tender.
* If the assignment is not completed, it shall have been in progress for at least six (6) months.
* cover the corresponding area of competence covered by this procurement
* be performed as a consultant or as an employee
* show for which organisation the assignment was carried out and include the name, telephone and email address of the referee.
* verify that the victimized consultant had an active role in the assignment
have covered at least 800 hours

**Remembering when you declare compliance with the requirements**
Digg places great emphasis on selected consultant having the experience and skills required. To enable that assessment, the answers will be evaluated primarily for the content, but also for the ability to answer the questions in a clear, concise and appropriate manner. This means that you must ensure that relevant information comes with, while it is not always an advantage to write as far as possible. It is appropriate to state how a requirement is met, not only respond with a Yes, since it does not give Digg an opportunity to assess the competence of the consultant and therefore if, for example, the documentation from CV is weak may result in no surplus value being assigned to the specific requirement.
** Security process:**
Security agreements, level 3, security class 2, shall be subscribed with the principal supplier and all subcontractors. The consultant and the supplier’s management team will be tested. Security agreements shall be signed by the CEO or other authorised trader. Contracts/declarations cannot be signed before Security agreements are signed.
**Start date:** 2025-06-09
** Length:** 2026-06-08
**Plats:** Sundsvall or Stockholm. The work can be done remotely, but the consultant must be at Digg’s office in Sundsvall or Stockholm at least 1-2 days a week or when the business so requires. It may be more or less in different periods, depending on the task of the hand. Digg stands for travel
- and/or hotel costs if a physical meeting is to take place in Stockholm. Digg does not replace travel
or hotel costs to the location of the station.
Working time:** 40 h/v.
** Ability to extend:** Possibility of two (2) extensions of six (6) months.

**Interview:**
Consultant/ Supplier may, if necessary, be called an interview to determine qualification requirements. Interview of consultants is expected to take place on April 15.
**Agreement terms:**
The terms of the assignment will be based on Ework’s framework agreement with the customer. The call response shall be valid for 60 days after the last day of the tender. If the request for review is received, the term of validity of the tender is automatically extended, the tender will then apply for 60 days after notification.
Last application date:**
