Description:
CSN needs to reinforce its IT operations in the development business with IT consultant with a rebranded competence profile that, in addition to what is stated by the intermediate demand, is self-propelled, collaborative, driven and has the ability to support others.
The consultant will work in teams within the organization’s development portfolio focusing on system development. The consultant shall contribute to the development, further development and management of the Authority’s systems and ensure high quality in code, architecture and deliveries.
The consultant shall also maintain structured working methods and promote propulsion in both ongoing and planned portfolio initiatives.
The work consists of full-stack development in Java using Camunda, Angular, JavaScript/TypeScript, in Red Hat OpenShift environment, Rabbit MQ, Spring Boot, DB2
In addition to the above work, during the delivery contract period, the consultant may work with other similar works in the agency’s IT operations, in both development and management and depending on CSN’s needs.
Accessibility and presence:
Work on site at CSN HK in Sundsvall on average 2 days per week or more. The consulting service may, in general, and in consultation with CSN’s clients, be carried out remotely.
The consultant co-plans holidays and other leaves together with CSN’s clients, as well as the team and/or activity to which the consultant is connected within CSN, with the aim and purpose of ensuring good access to CSN’s operations. Emergency and absence should be primarily added to normal summer holidays and major holidays.
The consulting service shall be carried out only from place within Sweden unless otherwise agreed with CSN’s clients.
CSN HK in Sundsvall constitutes operating unit based on the rental law (2012:854).
Working methods and governance:
The consultant will work under CSN’s management and control in CSN’s IT environment and according to CSN’s methods, along with CSN’s employees and other consultants, and the consultant will also help improve working methods and methods.
Agile working methods are applied in CSN IT development operations where several collaborative teams have dependencies and pursue development in parallel. It may be part of the consulting service to support and sometimes lead activities and forms to co-plan, coordinate and monitor team activities to ensure a cohesive and integrated delivery and to identify common opportunities.
Consultant timelines individually in CSN’s time reporting system, which is the basis for CSN’s invoice documentation to the supplier.
Demand:
- have worked in a rubricated role, or equivalent, in IT and agile system development on distributed service-oriented platform, for at least 5 years in the last 10 years, and have deep understanding and capabilities in the field.
I can write and speak fluent Swedish.
Work on site at CSN HK in Sundsvall on average 2 days per week or more. The consulting service may, in general, and in consultation with CSN’s clients, be carried out remotely.
Merit:
- have worked in a role, or equivalent, in accordance with the requirements of S01 and for at least 10 years in the last 15 years, and have a very deep understanding and ability in the role area.
- have worked with system development in Java frameworks such as Spring Boot with modeling and system development with Java Persistence API JPA/Hibernate.
- in a rubricated role, or equivalent, and for at least 2 years in the last 8 years, have been working with system development in event-based microservice architecture, where systems run in container technology (Kubernetes) and have a good understanding of and knowledge within the framework.
“Have worked with system development in Red Hat Openshift and with the tools ArgoCD and Helm, for at least 2 years in the last 8 years.
Working with system development in Rabbit MQ.
- have worked with version management of code in GIT with Bitbucket.
- have worked with system development with automated construction processes in Jenkins.
I worked with integration via REST.
- have been supporting and mentoring developers and other roles in Java development for at least 2 years in the last 8 years.
"Have worked on assignments whose results have been to develop economic systems for at least 2 years in the last 8 years. For example, in banking or finance or similar areas with in-/out payments, loan contracts, accounting, interest calculations, debt management or similar.
- have worked in a rubricated role in agile system development for at least 2 years in the last 8 years where several parallel teams in collaboration delivered joint results.
- have worked in a rubricated role, or equivalent in IT organization(s) with at least 100 employees, for at least 2 years in the last 8 years.
- have worked in a rubricated role, or equivalent, in Swedish public operations for at least 2 years in the last 8 years.
- have worked with Jira and used it as support for agile system development and workflows within and between teams and have basic understanding and knowledge in the tool.
The requirements must be clearly stated in CV and marked.
Reference Mission
The Supplier shall, in order to demonstrate the experience and competence of the offered consultant, provide contact information to at least two (2) referees who can and have the time and opportunity to describe the experience, competence of the consultant and the results in previously completed assignments relevant to the requested IT consulting service.
The reference persons indicated shall be employed by other persons than the supplier, the supplier’s parent company, siblings, subsidiaries or the supplier’s subcontractor in this declaration, or similar.

Start Date: The start date is as soon as possible after allocation and the time of contract barriers, but no later than 2026-08-03.
End date: 2027-06-30.
Location: Work on site at CSN HK in Sundsvall on average 2 days per week or more. The consulting service may, in general, and in consultation with CSN’s clients, be carried out remotely.
Working hours/Scope: 100% of an FTE (full-time equivalent), i.e. work of 40 hours per week and with deductions for the red days of the year according to calendar, holidays, working hours, contract hours and reasonable time for skills development, internal information meetings and the like.
Opportunity for extension: CSN is able to extend the IT consulting service until 2029-06-30.

Agreement Terms:
The terms of the assignment will be based on Ework’s framework agreement with the customer. The offer shall be valid until 2026-05-06.
The consultant involves and transfers of competence, actively and continuously during the performance of the consulting service, knowledge of, for example, delivered results and other required knowledge linked to the consulting service to CSN’s own staff. This also applies, if CSN so instructs, to other CSN consultants.
Right to results:
Results of the consulting service such as code, configurations, system files, script, documentation, plans, solution patterns, architecture descriptions, requirements descriptions, process, routine, work
- and method descriptions, tutorials, test data, test cases, instructions, presentations and the like, CSN accrues with full and unrestricted ownership, copyright and other intellectual property rights with unlimited right to change, assign and assign the result.
