**To our customer Statistics Central Agency (SCB), we are looking for a System Developer. **
**Description of Mission:**
With this procurement, SCB intensifies an existing team responsible for the management and further development of SCB’s web collection tools and the new development of a new object platform for direct collection through various collection channels, including web collection.
The work process for a system developer at SCB involves:

Furthermore, the work requires great responsibility, communicative ability, actively contributing in the dialogue with the requirements and users of the system to ensure that the best results are achieved.
The consultant shall follow the current system development process at SCB and use the tools and techniques approved by SCB for development work. The current system development rules are implemented in special introductory training.
Competence level: 4**
The consultant shall be at level 4 of competence in the relevant field:
Knowledge
High generalist competence, or very high competence in the field
Experience
- has performed complex assignments in the current role and conducts consultancy with very high quality. The level is normally reached early after 9-12 years of work in the current role.
Management
- assumes responsibility for the management of larger groups
independence
- very big
**Requirements:**
Nine (9) years of experience (counted from the last day of tender):
IT development in Microsoft environments such as .NET.
System development in C#
Work in SQL Server
Version management of code e.g. with GIT
At least three-year (3) work experience over the last five (5) years (counted from the last day of tendering) of the following competencies:
Working with Agile Methods as Working Ways
Work in team-leading position within SCRUM
Work with development in:
.NET MVC
VB. NET
HTML/CSS/Javascript
Restful Web API
Work in Azure DevOps
Developed with support from web frameworks such as React and Typescript
Work on accessibility adaptation/WCAG
Work with RabbitMQ and Mass Transit
Work in Winforms
**Meritation:**
- Certification within SCRUM, in order to play an active role in the team's scrum routines.
- at least three-year work experience over the past five years (counted from the last day of tendering) of:
Experience in managing IT support for web surveys/web collection.
- at least three-year work experience over the past five years (counted from the last day of tendering) of:
Experience in development-related management of large amounts of data via web.
The requirements must be clearly stated in CV and marked. In addition, the respective requirements shall be justified in free text with references to where the CV requirement is met. See the attached file "Competence Matrix"
Start Date: The assignment begins 2026-05-01.
End date: 2028-04-30. If the outstanding questions remain, the timetable may be extended. SCB shall also have the opportunity to make additions to the assignment if something that could not have been foreseen in the request made is made and affects the assignment.
Location: Örebro, the office in Örebro is the main workplace usually three (3) days per week.
Working time/scope: 40 h/v (100%).
Opportunity for extension: Any extension takes place in dialogue between buyers and clients and is notified to the consultant no later than one (1) month before the active contract period expires. SCB has the right to extend the contract, subject to otherwise unchanged conditions, for a maximum of twenty-four (24) months. Extension may occur on one or more occasions. The delivery agreement applies until the assignment is completed and SCB has approved the delivery.

Consultant/ Supplier may, if necessary, be called an interview to determine qualification requirements.
Agreement Terms:
The terms of the assignment will be based on Ework’s framework agreement with the customer.
The supplier shall be bound by his offer for 20 days after the end of the tender period.
The termination period for the Delivery Agreement is one (1) month (at least 20 working days) for SCB and two (2) months (at least 40 working days) for the supplier.
Last application day:
